You could simply use colored icing or draw onto the cake if you do not have an airbrush system

Blue for the background

Colored Icing:

White frosting to ice your entire cake, for the clouds and for the top and bottom borders

Cake Decorating Instructions & Assembly:

1. Bake and ice your favorite cake.
2. Airbrush the top of the cake in blue.
3. Pipe the clouds with white frosting.
4. Pipe the top of the cake with a reverse shell border using white frosting.
5. Pipe the bottom of the cake with a shell border using white frosting.
6. Place decorations on the cake.
