You could simply use colored icing or draw onto the cake if you do not have an airbrush system

Blue for the water

Colored Icing:

White frosting to ice your entire cake

Yellow for the borders

1. Bake and ice your favorite cake.
2. Swirl the spatula to create the water.
3. Airbrush the water blue.
4. Airbrush the islands brown.
5. Pipe the borders using yellow icing.
6. Place decorations on the cake.
