Low Fat Butterscotch Oat Bars

These are so wonderful that you won't even be able to tell they are low-fat.
Butter-flavored cooking spray
3 cups flour
1/4 cup quick oats
1 tsp. baking soda
1/4 cup fat-free margarine (promise)
2 tsp. vanilla extract
1/4 cup skim milk
1 cup fat-free butterscotch sundae topping
3 tbs. flour
1/2 cups brown sugar
1 tsp. salt
Preheat oven to 325 degrees. Spray a 13x9" pan with butter cooking spray. Wipe with a paper towel to absorb excess.
In a large bowl, combine 3 cups flour, oats, baking soda, and salt. Mix well. Add brown sugar, vanilla, margarine, and milk. Mix until crumbly and moistened. Remove 1 cup of crumb mixture and set aside. Press the rest of the mixture evenly into the pan.
In a small bowl, combine butterscotch and 3 tablespoons of flour. Mix well. Spread butterscotch mixture evenly over crumb mixture in pan. Sprinkle the crumbs that were set aside over the butterscotch mixture. Bake for 20 minutes. Bake for 20 minutes. Let cool.
