    1/4 c  Green onions, finely chopped
    1/4 ts Dried dillweed
    1/8 ts Ground white pepper
    1/4 c  Low-fat cream cheese
      1 ts Skim milk
     16 sl Party-style pumpernickel
           Bread, or
     16    Melba toasts
      4 oz Smoked salmon, thinly sliced
           Dill sprigs for garnish
  Combine first 5 ingredients in a small bowl; stir well. Spread 1
  teaspoon cream cheese mixture over each bread slice; top with salmon.
  Garnish with a small dill sprig. Serves 16. Calories: 99; Fat: 1 gram.
